Workshop will address
changes to TRU ATCM

The staff of the California Air Resources Board (CARB) invites all interested parties to a public workshop to be held March 24, 2010, in Sacramento CA to review and discuss concepts for proposed amendments and clarifications to the Transport Refrigeration Unit (TRU) Airborne Toxic Control Measure (ATCM).

At the workshop, CARB staff will present draft regulatory concepts for amendments to the TRU ATCM, including:

•Change the in-use performance standard requirement for model year 2003 engines from the current Ultra-Low-Emission TRU (ULETRU) in-use standard to the Low-Emission TRU (LETRU) in-use standard, for 25 horsepower and greater engines.

•Change the in-use performance standard requirement for model year 2003 and 2004 engines from the current ULETRU in-use standard to the LETRU in-use standard, for less than 25 horsepower engines.

•Add requirements for electric standby-equipped TRUs to demonstrate they are operated in a way that qualifies as an alternative technology compliance option, demonstrating the diesel engine operation has been eliminated at all facilities.

•Other changes and clarifications.

CARB staff will also provide a brief overview of the regulatory development process. Input is requested from interested parties on these draft concepts and throughout the development of these amendments to the TRU ATCM.
