EPA authorizes CARB
to enforce TRU ATCM

The Environmental Protection Agency (EPA) has granted the California Air Resources Board (CARB) authorization to enforce the Transport Refrigeration Unit (TRU) Airborne Toxic Control Measure (ATCM).

This decision affects not only persons in California, but also persons outside the state who would need to comply with California’s TRU ATCM regulations to enter the state with TRU engines.

CARB has delayed the enforcement of the first phase of the TRU ATCM’s in-use performance standards for six months after this EPA approval.

This grace period for TRU engine model years 2001 and older will end July 16, 2009, with enforcement of the in-use performance standards for these model years to begin July 17, 2009. Further compliance information is available at www.arb.ca.gov/diesel/tru.htm.

In other news, CARB is conducting a training course entitled the "ATCM for In-Use Diesel-Fueled TRUs." The course, taking place February 18 at CARB headquarters in Sacramento CA, will also be webcast. It will cover who is affected by this regulation, what they need to do to comply, and the related compliance dates.
